WHAT IS NTMIS
NTMIS is a computerised manpower information system. It is an on-going project sponsored by the Government of India with a view to generate and maintain an up-to-date data bank for providing reliable information on engineering graduates and diploma holders which is a pre-requisite for planning and administration of technical education on proper lines. NTMIS marks the climax of a series of options so far exercised by the government in planning of technical manpower in the country.
WHAT ARE ITS OBJECTIVES
- Estimation of short-term and long-term requirements.
- Estimation of supply.
- Forecasting anticipated gaps in demand and supply.
- Matching job requirements with facilities for education and training.
- Assessing the adequacy of the current enrolment rate.
- Undertaking studies on emerging and specialized areas and fields requiring urgent attention for expansion of facilities for education and training.
HOW DOES NTMIS DEVELOP DATA BANK
NTMIS collects data systematically on
an annual basis from three respondent groups
- Graduates and diploma holders of academic programmes (graduates).
- Engineering educational institutions which produce such graduates.
- Users of technical manpower in the Central and State Government Departments and Organizations and industrial establishments located in the public and private sectors.
Data collection is directed to provide insights into demand and supply situations both current and prospective of different categories of engineering and technical manpower and to facilitate identification of policy options in the field of engineering education at the state and national levels. More precisely, following types of data are gathered.
DATA FROM GRADUATES
- Subject of education.
- Level of course.
- Date and month of graduation.
- State of permanent residence.
- Current activity status.

- Name and address of employing establishment.
- Character of establishment.
- Nature of employment.
- Functions performed.

DATA FROM ENGINEERING EDUCATIONAL INSTITUTIONS
- General particulars of the Institution.
- Courses offered.
- Details of intake.
- Details of enrollment.
- Details of outturn.
- Sanctioned and actual strength of teachers.
- Characteristics of teaching faculty.
- Characteristics of non-teaching faculty.
- Consultancy projects undertaken and the details of faculty associated with such projects.
DATA FROM EMPLOYING ESTABLISHMENT
- General particulars of the establishment.
- Size of total employment.
- Size of technical manpower employed.
- Technical manpower employed by discipline and level.
- Total turnover.
- Total investment.
- Total capital employed.
Computerized data banks are maintained at the state and national levels, Nodal Centres maintain the state level data banks and the Lead Centre the national level data bank.
HOW DOES NTMIS GENERATE DATA
The organizational structure of NTMIS comprises of a Lead Centre at the Institute of Applied Manpower Research (IAMR), a Manpower Cell in the Ministry of Human Resource Development (Technical Education Bureau), 17 Nodal Centres located mostly in higher engineering and technical educational institutions and the 4 Regional Centres located at the four Regional Boards of Apprenticeship Training.

FUNCTIONS OF NODAL CENTRES
- Collection of data from the graduates.
- Collection of data from engineering educational institutions.
- Checking, verification and coding of data.
- Entering data in the computer.
- Receiving data on employing establishments from the concerned Regional Boards of Apprenticeship/Practical Training.
- Processing and analysis of data.
- Bringing out draft Annual Technical Manpower Review for the concerned state(s).
- Transfer of data to the Lead Centre.
- Functioning as Information system for the state level agencies.
WHAT ARE THE END USAGES
Educational planners for taking decisions regarding capacity expansion in engineering education, introducing of new courses, modification of curricula, improvement in the quality of teaching input and other infrastructure facilities.
Employment planners for taking decisions regarding avenues of employment, strategy for employment generation etc.
Parents and students for knowing about the employment market for different courses in engineering, facilities available for different courses etc.
